高市入幫派學生 9成暴力討債

（中央社記者王淑芬高雄28日電）高雄市教育局軍訓室代理主任鄧國陞今天說，市府列管加入幫派的在學生約有9成介入暴力討債，以高中生居多。

教育局長鄭新輝說，市府要求教師和軍訓室要宣導並親近學生，讓孩子不要有學習失敗，才能增加師生親近的機會。

市議員康裕成在市議會指出，教育局列管學生疑似組織犯罪的情形越來越嚴重，去年統計有11件、14人，今年至7月底有12件、34人。

她問市府如何處理學生行為偏差的問題，加入幫派學生以從事哪些犯罪類型居多。

鄭新輝說，經學校和軍訓室輔導後，列管的案件已降為8件。

鄧國陞說，軍訓室列管加入幫派學生以從事暴力討債居多，年齡約在12歲到18歲之間，高中生居多。

康裕成指出，其實教育局掌握學生行為偏差有700多件，超過千人，她質疑軍訓室和學校端的防範不夠。

鄭新輝說，學生行為偏差多是在家庭得不到溫暖、對課業沒興趣及外界利誘等，學校有加強宣導，也要求老師多鼓勵學生，減少學生學習失敗情形，才能增進師生距離。

高雄市少年警察隊統計顯示，高雄市18歲以下去年涉幫派有83人，今年至8月有49人。1021028
